Privacy Policies

In accordance with Law No. 10433, dated 16.06.2011, “On Inspection in the Republic of Albania,” the Central Inspectorate has the mission of improving the effectiveness and accountability of inspection activities in the Republic of Albania. To fulfill this legal obligation and ensure transparency, the Central Inspectorate administers the electronic system “e-Inspection” and supervises in real time the inspections carried out by the inspection teams.

 

In order to provide a more efficient and prompt service, in full compliance with legal requirements, the Central Inspectorate has created an online Complaint Submission Form. This form requires the complainant to complete the application online, thereby providing certain personal data. The data will be collected, processed, and stored by the Central Inspectorate in full accordance with the provisions of Law No. 9887, dated 10.03.2008, “On the Protection of Personal Data,” as amended.

 

This privacy document outlines how the Central Inspectorate stores personal data collected in connection with:

  • Complainants who submit complaints regarding the inspection procedures carried out by inspection bodies in the Republic of Albania;
  • The recording of the activities or operations of the complainant entities;
  • Individuals/entities who submit various requests for obtaining information;
  • Employees of the Central Inspectorate;
  • Visitors to our official website insq.gov.al.

 

PERSONS WHO SUBMIT A COMPLAINT TO THE CENTRAL INSPECTORATE

When a complaint is submitted by a person, it is registered in the Protocol Book by the relevant employee of the Archive-Protocol Office, who has previously signed a confidentiality declaration and is familiar with the provisions of Law No. 9887, dated 10.03.2008, “On the Protection of Personal Data,” Law No. 119/2014, “On the Right to Information,” as well as Law No. 9131, dated 8.9.2003, “On the Rules of Ethics in Public Administration.”

The Central Inspectorate uses the personal data it collects solely for the process of reviewing the complaint and for verifying the inspection procedures that have been carried out by the inspection bodies.

We retain personal data included in complaint files in accordance with the law and the personal data retention policy. This data is stored in a secure environment, and access to it is restricted based on the “need-to-know” principle.

 

THE RIGHT TO REQUEST CORRECTION OR DELETION

Every data subject has the right to request the correction or deletion of their data when they become aware that the data concerning them is inaccurate, untrue, incomplete, or has been processed and collected in violation of legal provisions.

The “Controller,” within 30 days from the date of receiving the request from the “data subject,” must inform them about the lawful processing of the data, and whether the correction or deletion has been carried out or not.

When the “controller” does not carry out the requested correction or deletion of the data, the “data subject” has the right to file a complaint with the Commissioner for the Right to Information and Protection of Personal Data.

 

EMPLOYEES OF THE CENTRAL INSPECTORATE

For each employee of the Central Inspectorate, the Human Resources Unit prepares the corresponding file and manages their individual personnel record. The information contained therein is confidential, kept secure, and used solely for purposes directly related to the person’s employment. When the employment relationship with the Central Inspectorate ends, the CI retains the file in accordance with the law on the status of civil servants, the law on archives, and the institution’s internal regulations.

The Central Inspectorate maintains an official website www.insq.gov.alThrough this website, the Central Inspectorate assists business entities and others by presenting the legal framework applicable to the inspection process, as well as providing other useful information.

The Central Inspectorate uses modern technology to protect the security and confidentiality of data from subjects/complainants and to prevent unauthorized access to the electronic system. IQ manages the electronic system “e-Inspektimi,” through which it monitors inspection procedures in real time. Our security procedures are continuously improved with new technologies.

This privacy policy covers only our official website and does not apply to any other websites linked to it.

The Central Inspectorate assures the users of its website that it is committed to the strict implementation of the obligations arising from Law No. 9887, dated 10.03.2008, “On the Protection of Personal Data,” as amended, and the sub-legal acts issued in its implementation. Vijojnë takimet intensive të Inspektorit të Përgjithshëm, me Kryeinspektorët e inspektorateve shtetërore dhe drejtuesit e trupave inspektuese

Vijojnë takimet intensive të Inspektorit të Përgjithshëm, z. Dashnor Sula, me Kryeinspektorët e inspektorateve shtetërore dhe drejtuesit  e trupave inspektuese aktuale, të cilat do ti nënshtrohen ristrukturimit dhe riorganizimit të trupave inspektuese në inspektorate qendrore, në zbatim të ligjit për inspektimin nr. 99/2024.

Gjatë takimeve u theksua rëndësia e angazhimit të plotë të të gjitha strukturave aktuale dhe ministrive përgjegjëse në realizimin dhe finalizimin me sukses të kësaj reforme.

Ristrukturimi i inspektorateve ndodhet në një fazë delikate dhe vendimtare dhe për këtë qëllim  Inspektorati i Përgjithshëm, përmes ngritjes së grupeve të posaçme të punës, do të ofrojë të gjithë asistencën e nevojshme për të garantuar mbarëvajtjen e këtij procesi, për krijimin e strukturave optimale në ushtrimin sa më efektiv dhe eficient të veprimtarisë inspektuese.

Gjithashtu, u bë e ditur iniciativa e Inspektorit të Përgjithshëm për ngritjen e një grupi paralel pune, i cili do të punojë për harmonizimin e strukturave dhe lidhjen e pagave, me pozicionet e punës, me funksione inspektimi, në të gjitha inspektoratet qendrore, me përfaqësues nga Inspektorati i Përgjithshëm, ministritë e linjës dhe strukturat aktuale inspektuese.

Një rëndësi të veçantë pati ritheksimi i faktit se, nuk do të ketë asnjë tolerim në lidhje me zbatimin rigoroz të detyrimeve që parashikon ligji nr. 99/2024 “Për inspektimin në Republikën e Shqipërisë”  për të gjitha strukturat inspektuese. Zbatimi i plotë dhe i njëtrajtshëm i këtij ligji do të garantojë kalimin drejt një sistemi inspektimi të standardizuar, të dixhitalizuar dhe të planifikuar mbi bazë të analizës së riskut, duke rritur transparencën, efikasitetin dhe barazinë në trajtimin e subjekteve të inspektimit
